Australia Commits to Supporting Vietnam in Research and Development of New Technologies

Australian Foreign Minister Penny Wong affirmed that Australia will continue to support Vietnam in research and development of new technologies, green technologies, infrastructure for energy transition, and digital infrastructure, as well as capacity building and human resource development through ODA projects and investments.

On August 20, at the Ministry of Foreign Affairs headquarters, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son and Australian Foreign Minister Penny Wong co-chaired the 7th Vietnam–Australia Foreign Ministers’ Meeting (FMM-7).

At the meeting, Deputy Prime Minister Bui Thanh Son and Minister Penny Wong exchanged views on implementing the Vietnam–Australia Comprehensive Strategic Partnership, as well as on regional and international issues of mutual concern.

Both sides expressed satisfaction with the comprehensive development of bilateral relations since the upgrade to a Comprehensive Strategic Partnership, noting that the six pillars of the relationship are being implemented in an all-rounded and effective manner with many practical outcomes.

In particular, political ties, high-level exchanges, and delegation visits at all levels have been effectively maintained. Bilateral cooperation mechanisms are held regularly, including the first Senior Officials’ Dialogue between the two Ministries of Foreign Affairs (August 2025) and the 10th Foreign and Defense Strategic Dialogue (2+2) (August 2025).

Deputy Prime Minister Bui Thanh Son highly appreciated Australia’s commitment and increase in ODA funding, most recently a package of AUD 50 million for practical initiatives and projects in various fields across the Mekong Subregion.

Building on encouraging outcomes such as market openings for agricultural products (Australian plums and Vietnamese passion fruit) and a 2.3% growth in bilateral trade turnover in 2024, the two sides agreed to further strengthen trade and investment cooperation, aiming to raise two-way trade to USD 20 billion and double investment as stated in the Enhanced Economic Engagement Strategy (EEES).

Deputy Prime Minister Bui Thanh Son welcomed Australia’s acceleration of the implementation of the Southeast Asia Economic Strategy to 2040 in Vietnam, and proposed that both sides promote breakthroughs in cooperation in science, technology, and innovation, including the rollout of joint research.

Minister Penny Wong expressed the hope that Vietnam would continue to facilitate Australian businesses investing in Vietnam, especially in high technology, and proposed expanding cooperation in areas where Australia has strengths, such as climate change, green growth, energy transition, digital transformation, and innovation.

Minister Penny Wong reaffirmed Australia’s commitment to continuing its support for Vietnam in research and development of new technologies, green technologies, infrastructure for energy transition, and digital infrastructure, as well as capacity building and human resource development through ODA projects and investment.

The two Ministers also exchanged information and assessments on regional and international situations of mutual concern, and agreed to strengthen coordination between the two countries to contribute to peace, stability, and cooperation in the region.

In this spirit, the two sides agreed to further enhance mutual support and coordination at multilateral forums, particularly at the United Nations and ASEAN.

Minister Penny Wong reaffirmed that Australia values ASEAN’s central role in the region and is committed to strengthening cooperation for the sustainable development of the Mekong Subregion.

Regarding the South China Sea, both sides emphasized the importance of maintaining peace, stability, safety, and freedom of navigation and overflight, and respecting international law, including the 1982 UNCLOS.

On this occasion, the two sides agreed to issue a Joint Press Release on the 7th Vietnam–Australia Foreign Ministers’ Meeting and exchanged diplomatic notes to establish a mechanism for foreign policy consultations between the two Ministries of Foreign Affairs.
